　　政府建设项目造价管理与投资决策系统研究 --政府建设项目造价管理与投资决策系统研究 Systemic Research of Government Items of Basic Construction Cost Management and Investment Decision 政府建设项目造价管理与投资决策系统研究 摘 要 政府建设项目的资金投入有越来越大的趋势，上千万、几亿甚至几十亿的项目越来越多。如何将有限的资金在项目中得到合理的分配，使这些项目能以最经济的方式带来最大的经济效益和社会效益，是当前亟待解决的核心问题之一。 本文以政府建设项目造价管理为研究对象，通过学习国外相关方面的管理模式，系统分析了目前我国政府建设项目造价管理的问题和不足，并从工程项目前期决策、设计、实施等不同阶段进行造价控制的角度出发，论述了项目各阶段的造价管理的理论和有效控制方法。在系统分析和研究中，又对投资决策进行了论述。本文的主要内容包括：介绍目前我国政府建设项目造价管理的研究与应用的现状——仍然停留在对项目实施阶段的造价管理，而对包括项目前期决策、设计、招标在内的其它各个阶段的造价管理不够重视也没有有效的造价控制方法，说明了进行项目造价管理的必要性和紧迫性；分别从项目决策阶段、设计阶段、实施阶段详细的探讨了项目在过程中控制工程造价的理论和方法；又从建设项目投资决策角度，对建设项目投资决策原理，工程经济分析，以及政府建设项目管理体制改革的方向做了详细的论述。 关键词：政府建设项目；造价管理；投资决策；工程经济分析；改革 Abstract The government items of basic construction fund investment has the more and more major tendency, more than ten million, several hundred million several dozens hundred million projects more and more are even many.
