Different from classical gardens, historic parks need to take both conservation and transformation into account at the same time. Kew (the English Royal Botanic Garden of Kew) is the second special class of World Heritage Historic Park, of which heritage protection and management plan not only has protected and strengthened the value of its heritage, but also transformed Kew to adapt to the contemporary society successfully. This paper analyzes Kews heritage protection and development management plan and explores the success of its protection strategy to provide guidance to the protection and development of historic park in China.
