中华人民共和国煤炭法(2009年修正)（Peoples Republic of China Coal Law (amended in 2009)） Coal law of the Peoples Republic of China (revised in 2009) (August 29, 1996 Eighth National Peoples Congress of the twenty-first meeting of the Standing Committee according to the Eleventh National Peoples Congress on August 27, 2009 the tenth meeting of the Standing Committee on the part of the law revision decision Amendment) Chapter I General Provisions Article 1 this law is formulated for the purpose of rational development, utilization and protection of coal resources, standardization of coal production and operation activities, and promotion and protection of the development of the coal industry. Article second this Law applies to the production and operation of coal in the territory of the Peoples Republic of China and other sea areas under the jurisdiction of the Peoples Republic of China. The third coal resources belong to the state. The state ownership of coal resources on the surface or underground does not change as a result of the ownership or the right to use the land to which it is attached. The fourth countries shall adopt a policy of unified planning, rational distribution and comprehensive utilization of coal development. Article fifth country to protect the coal resources according to law, to prohibit any indiscriminate mining damage behavior of coal resources. The sixth state protects the lawful rights and interests of investors who invest and develop coal resources in accordance with the law. The state ensures the healthy development of state-owned coal mines. The State adopts the policy of supporting, reforming, rectifying, combining and improving the township coal mines, and implements regular and rational development and orderly development. Seventh coal mining enterprises must adhere to the safety first, prevention safety production policy, establish and improve the responsibility system of production safety and prevention system. Eighth Peoples governments at all lev
