Theoretical Discussion / 理论研讨/ 土地流转过程中 农村残疾人权益保障研究* 1 2 2 ■刘振杰 严少军 常为民 【摘要】当前，土地流转、集约经营在全国各地陆续展开。由于流转的随意性、盲目性以及 私自改变土地用途、补偿机制不合理等原因，作为弱势群体和权益当事人的农村残疾人失去土 地后生活状况将会受到严重影响。对此，作为主要受益方的经营大户应承担相应的社会责任， 如以农业合作社的形式建造扶贫助残基地、优先雇佣残疾人务工等，以降低社会摩擦、替政府 分忧、为百姓解难。政府及有关职能部门应积极承担主导责任，做好政策引导、扶持。尤其在 实施针对残疾人的小额贷款项目时，要尽到监管责任，确保资金真正落到他们手中。 【关键词】土地流转；农村残疾人；权益保障 A Research on the Rights Interests of the Disabled in the Process of Land Transfer LIU Zhen-jie, YAN Shao-jun, CHANG Wei-min 【 】At present, land transfer and intensive business practice are conducted in the whole Abstract country. Due to the flow of arbitrary, blindness and unauthorized alteration of land use, and unreasonable compensation mechanism, persons of the parties of the rights and interests of vulnerable groups may be damaged. Therefore, the living conditions of the rural disabled will worsen at any time after they lost their land. To this, as the main beneficiaries of business, investors shall bear the corresponding social responsibility, such as establishing agricultural cooperatives as poverty alleviation base to help the disabled and hiring disabled workers, etc. These moves will reduce social frictions, share the government’s economic burden, as well as solve people’s problems. The government and relevant functional departments should actively take responsibility and make guiding and supporting policies.
