II 摘要 农民工是一直受到学术界广泛关注的一个群体，近些年来，提倡农民工市民 化的呼声也越来越强烈。但是农民工市民化的实现还是应该首先基于其就业稳定 的实现，因此本文从农民工最关心的就业问题作为切入点，分析了农民工在就业 服务中遭遇不公平待遇的现状及原因，并分别从政府责任、公共财政、公共就业 服务机构以及法律制度等四个维度提出实现公共就业服务均等化的可行性路径， 最后分析就业与社会保障的关系，提倡将就业服务均等化引申到社会保障制度的 完善，并提出了最终实现狭义农民工市民化的美好愿景。农民工就业服务均等化 是实现农民工市民化的最基本和关键的一环，不仅产生促使农民工就业稳定的直 接效果，而且还有着影响和带动社会保障等相关制度完善的间接效果，这两个方 面共同推动了我国农民工市民化的早日实现。 关键词： 农民工；公共就业服务；均等化 III Abstract Rural Migrant workers have been widely attended by academics as a special group. In recent years, the voice of the urbanization of Rural Migrant workers which is advocated is becoming more and more intensely. But the realization of the urbanization of Rural Migrant workers should be firstly based on the stability of employment. Therefore, this article does research from the employment of rural migrant workers who care most as a starting point, analyzing the present situation and reason of the rural migrant workers who undergo unfair treatment in employment service, and proposing the feasible path of the equal access to realize the public employment service from four dimensions respectively: such as the government responsibility, public finance, the public employment service agencies and the legal system. In the final analysis, the author explains the relationship of employment and social security. Employment service will be extended to the improvement of the system of social security.
