专论 　循环经济的范式研究 循环经济的范式研究 冯之浚 (全国人大环资委 ,北京 100034) 摘 　要 :循环经济不仅是一种新的经济发展模式 ,也是一种新的经济增长方式 ,它遵循减量化原则 、再使用原则 、 资源化原则等基本指导原则 ,在实践中包含了企业 、产业园区、城市和区域等层次 。当前 ,我国的循环经济发展 处于起步阶段 ,亟需法律的支持和保障 ,循环经济立法需要注意四个法理原则 :重估 自然资源的价值 、关注不同 生态伦理的整合与提升 、深化对生态阈值的研究、深层生态学的研究与追问。在这些立法原则指导下 ,有关部门 已经就循环经济法的立法 目标 、指导思想 、试用范围、基本框架及主要法律制度和措施做了规定 ,形成循环经济 法草案的初步框架设想稿 。 关键词 :循环经济 ;循环经济法 中图分类号 : F06 1. 3　文献标识码 : A 　文章编号 : 1002 - 9753 (2006) 08 - 0009 - 13 Norm a tive Study on C ircular Econ om y FEN G Zh i - jun ( The Environm en t P rotection and R esou rces Conserva tion Comm ittee of the N a tiona l P eop les’ Cong ress of PR C, B eij ing 100034, Ch ina) A b stract: Circu lar econom y is not on ly a new mode of econom ic developm en t, but also a new grow th mode.
