On the basis of program work breakdown structure （WBS ），the schedule management system makes use of scientific tools，such as bar chart，network planning technique ，to identify and sort schedule influence factors ，uses S-curve to control the schedule effectively ，and then makes deviation analysis to propose improvement measures. Then it proves that the schedule management system has the accuracy and effectiveness in program schedule control through the schedule management system application in the large-scale construction projects which CNOOC Infrastructure Management Limited Liability Company participated in.
