Viewing it from the deregulation of education, learning organization and the school-based innovation move- ment, the author suggested the following strategies: (1)Re-write the school’s administrative procedure. (2)Promote the school administrator’s autonomy. (3)Build school teacher-shared vision and team learning. (4)Reorganize school administrative responsibilities.
