石家庄出租车行业管理现状分析.docVIP

摘 要 近些年随着经济发展及人们的生活水平的日益提高，作为城市交通系统中一员的出租车取得了长足的发展。众所周知，出租车行业自兴起以来就备受瞩目：一方面，它在满足人们出行方便的基础上，带动了地区经济发展，并且为提高就业率做出了巨大贡献；另一方面，由于出租车行业的特殊性（如：经营方式、利润分配），又将出租车行业推到人们争议的风口浪尖。石家庄市出租车行业由于其特殊的经营方式，不但暴露了出租车行业、企业管理问题，而且为石家庄市出租车行业改革敲响了警钟。本文通过对石家庄市出租出租车行业经营现状及问题原因分析，认为现阶段由于政府管控、经营模式落后等原因，石家庄出租车行业管理仍然存在较大问题，如：市场经营环境混乱、出租车经营权交易机制不健全等问题。 为解决上述管理问题，本文认为应采取实施科学、合理的准入制度，加大政府监控力度，加强基础设施建设，改善经营环境，加强车辆管理，明确从业人员权责关系，提高行业服务质量等的措施，促进石家庄出租车行业的发展。 关键词 石家庄市；出租车行业；行业管理；现状；出租车改革 Abstract In recent years, with the development of economy and improvement of people’s living standards, taxi being one of the urban transportation system members has made profound progress. As we all know, the taxi industry stands a salient point when first stepping on the transportation stage: on the one hand, on the basis of making people’s travel more convenient, it not only accelerates the regional economic development but also makes tremendous contribution to improving employment rates; on the other hand, on account of its particular attributes, such as the mode of operation, profits distribution, the taxi industry was pushed into the cusp of disputes. Shijiazhuang city’s taxi industry, due to its special mode of operation, exposed the taxi industry and enterprise management problems, sounded the alarm for the reform of the taxi industry in Shijiazhuang as well. Based on the operational status and causes by serial problems of Shijiazhuang, we think, by virtue of the government control and laggard mode of operation, there still exist such problems as the confusion of market environment and defective of trading system of taxi operators. To solve the management problems mentioned, we think we should take the implementation of scientific and reasonable access system, increase government surveillance, strengthen infrastructure construction, improve the management environment, strengthen the vehicle management, establishing a clear relationship between rights and responsibilities of employees, and improving the quality
