中国NGO志愿者人力资源管理的发展现状及存在问题研究 摘要著名管理大师彼得bull;杜拉克称：ldquo;管理的真谛在于它是一门关于人的学问rdquo;，而人力资源管理就是这门学问的引论。志愿者管理作为非政府组织人力资源管理的重要组成部分，是非政府组织区别于其他组织的重要标识之一。随着我国非政府组织在社会服务中扮演日益重要的角色，作为NGO开展社会服务的主力军，对志愿者的人力资源管理也决定了组织的服务质量与生存发展。再者，对应ldquo;政府失灵rdquo;与ldquo;市场失灵rdquo;，国内外学者也敏感的注意到了非政府组织自身可能存在的失灵，即志愿失灵。鉴于志愿性是非政府组织的最大特征之一，以及很多组织都是以志愿者为主体，组织的运行离不开这些志愿者的工作与努力，因此，对于志愿者进行有效地管理是促进NGO发展的一个主要内容。本结合北京红枫妇女心理咨询服务中心的志愿者管理案例，在比较国外NGO志愿者管理的发展现状的基础上，对我国非政府组织志愿者人力资源管理的发展现状、存在问题以及对策建议进行了探讨，以期为我国非政府组织的志愿者人力资源管理提供参考与建议。11576 关键词志愿者非政府组织人力资源管理 外 文 摘 要 TitleThe current situation and existing problems of China NGO volunteers human resources management Abstract Peter Clark as a well-known management master said:rdquo; The essence of management is that it is a science of human beings.rdquo; And human resource management is the science of introduction.
