Maritime Insight Issue 1, June 2015 THE ONE BELT, ONE ROAD INITIATIVES “One Belt, One Road” is the Chinese Framework for organising multinational economic development, and was introduced by President Xi Jinping in the fall of 2013. The National Development and Reform Commission, Ministry of Foreign Affairs, and Ministry of Commerce of the Peoples Republic of China released the official article “Vision and Actions on building the “Silk Road Economic Belt” and “21st-Century Maritime Silk Road” in March 2015. The article highlights that the scope of the initiative will extend well beyond infrastructure construction. The Belt and Road Initiative is a way for win-win cooperation that promotes common development and prosperity and a road towards peace and friendship by enhancing mutual understanding and trust, and strengthening all-round exchanges. The “Belt” will be a network comprising of rail routes, overland road, oil and natural gas pipelines, and other infrastructure projects. It will stretch from Xi’an in central China, through Central Asia, and ultimately reach Moscow, Rotterdam, and Venice. Figure 1.
