Oil Nature Gas 石油与天然气 “一带一路”背景下中国油气 战略机遇与应对建议 吴林强 ，李玉龙 ，韩九曦 ，王秋舒 ，何学洲 ，田  隆 ，洪唯宇1 1 1 1 1 2 3 （1. 中国地质调查局发展研究中心，北京 100037 ；2. 河南省地质调查院，郑州 450001 ； 3. 中国石油大学（北京），北京 102249 ） 摘要： 随着经济高速增长和产业结构的迅速变化，我国对油气资源的需求逐步扩大，对外 依存度持续攀升。2014 年底，石油消费量达5.51 亿t ，天然气消费量达1855亿m 3 ，对外依存 度分别为62% 和32% 。与同时期世界平均值相比，我国油气储采比总体偏低，后备开采储量 相对不足。此外，我国还面临海外油气来源单一、风险高等困境。“一带一路”区域内油气资 源丰富，其石油可采储量2131.08 亿t ，天然气可采储量212.64万亿m 3 ，能为我国油气提供非 常丰富的进口来源。在推动“一带一路”战略实施的背景下，我国应做到以技术推动“油气输 出”、以合作带动周边国家油气行业的共同发展。同时，利用低油价的国际形势，加大投资并 购力度，减小我国境外权益油气的风险。另外，我国应抓住当前有利的环境，深化自身改革， 提升市场地位，并尝试建立新的油气定价中心。 关键词：油气资源；消费量；储采比；“一带一路”；能源合作 中图分类号：F426 文献标识码：A 文章编号：1003-2355-(2016)07-0017-06 Doi: 10.3969/j.issn.1003-2355.2016.07.00 3 Abstract: ’ With rapid economic growth and changes in industrial structure, China s demand for oil and gas 8 resources gradually expands and the external dependence continues to rise.
