摘要：建筑业建设周期长、耗费资金大、生产环节繁琐、流转环节多，“营改增”将对建筑业产生怎样影响，面临哪些问题都是
值得探讨的课题。本文结合施工企业的实践经验，通过分析“营改增”对建筑施工企业的影响，从而制定相应的措施。

1 建筑业“营改增”的原因
从2012年1月1日起，“营改增”方案首次在上海市
的交通运输业和现代服务业试点，2012年8月1日起
“营改增”试点范围扩大到北京、天津等10省、直辖市和
