Small-scale fishers are one of the most important aspects of the small-scale fisheries, but their survival space is being severely compressed. As the active body, small-scale fishers have the sensitive to the social environment where they live. Small-scale fishers are a group full of social mobility and change. Wen Jun argues that, in the behavior of rational choice, people actually cannot reach “the advantage”, only to “satisfied solution”, because of the limitation of conditions and information. Satisfaction and rationalization become the action basis of rational choice actors. It is called “social rationality”by Wen Jun, that is, to seek a satisfactory or good enough action program, rather than to seek for the optimal of interests. This study draws on Wen Jun’s and argues that human’s rational behavior can be divided into three levels, namely the existence rationality, the economic rationality, the social rationality. This study concludes that under the pressure of survival, the existence rationality is the dominate factor to determine whether small-scale fishers choose to fish. A
