The new concept of HF Surface Wave SAR (HF-SAR) was proposed and the feasibility of extracting sea surface current was considered by HF-SAR. The composition, implementation and system model of HF-SAR were described. The velocity estimation algorithm was introduced. The simulation model of extracting surface current was implemented for a single resolution cell. Simulation results show that if the size of a resolution cell in azimuth direction is properly chosen, the velocity of surface current can be estimated by extracting the Doppler centroid and the Doppler rate from the azimuth echo. The precision is enough to meet the requirements. It indicates that the HF-SAR is theoretically feasible to be used in surface current extraction by a single station.
