福建省农村养老保障发展问题和对策研究.pdf

摘 要 摘 要 建立农村社会保障体系，尤其是建立处于核心地位的农村养老保障体系是 破解“三农”问题，全面建设小康社会的重中之重，难中之难。目前，“老有所 养”正成为社会关注的焦点，尤其是在农村，老龄化程度高于城市，农村养老 问题显得尤为突出。本研究正是针对这一现状，在国内外已有研究的基础上， 运用相关的养老保障理论，结合福建省省情，借鉴国内外农村养老保障的部分 经验，最终找到解决福建省农村养老保障问题的对策。 构建农村养老保障体系是农村老年人的迫切要求，也是福建统筹城乡协调 发展，保持农村稳定，建设社会主义和谐社会的迫切需要。在调查研究的基础 上，本文分析了福建省农村养老保障发展的现状与存在的问题，主要问题包括： 经济来源匮乏，无法解决农村贫困老人的物质保障；农村老人看病就医难；缺 乏周全的生活照顾；忽视老年人精神生活上的需要。之后，本文分析了影响福 建省农村养老保障发展的宏观和微观因素，提出了加强福建省农村养老保障体 系建设的对策建议：继续发挥家庭养老功能，大力支持农村家庭养老；加强相 关法规的落实；分类建立农村杜会养老保险机制；加大政府对农村社会养老保 障的财政扶持力度；规范基金管理，为农村社会养老保险建立监督机制；继承 与完善传统的养老方式。 关键词：福建；农村养老保障；调查；对策 I Abstract ABSTRACT The establishment of rural social security system, particularly the core rural old-aged support system, is a key to solve the “three －dimensional rural problems” and build a moderately prosperous society. At present, the “sense of security” is becoming a focus of public concern, especially, old-aging in rural areas is higher than in urban, rural old-aged problem become particularly prominent. Based on this situation , the research in the China and foreign countries, and the related theories of aged security system, combined with Fujian provincial situation, reference some experience of aged security system in rural areas from China and foreign countries, ultimately, solutions of rural aged security system in Fujian Province be provided. The construction of the rural aged security system is not only the urgent requirement for the elderly in rural areas, but also the coordinated development of urban and rural Fujian Province, the urgent needs of maintaining rural stabili
