摘要邮政储蓄银行作为一家国有大型零售银行，秉承服务“三农”、服务中小企业、服务社区的普惠金融市场定位，依托全国3.8 万个遍布城乡的物理网点优势和邮政的品牌优势，是支持农村金融发展，提供“三农”金融服务的一支重要力量。身处农业大省，河南邮政储蓄银行更是凭借自身遍布城乡的2000 多个物理网点、超万人的金融从业人员为5300 万客户提供优质的便民金融服务，是全省农村金融体系改革升华的重要推动力量。目前，在利率市场化推进、民营资本进入银行业渠道等外部及基础设施、资费、产品等内部不利因素影响下，农村金融市场新格局正在酝酿，河南邮政储蓄传统的网点、产品等优势不复存在，在农村金融市场的主导地位受到威胁，倒逼着河南邮政储蓄银行改变传统的经营模式，进而探索出一条适合自身特点的农村发展道路。本文以近年来河南农村金融市场发生的变化为背景，立足于农村市场对河南邮政储蓄银行发展的重要性，在对农村金融变革对河南邮政储蓄银行带来的机遇和挑战分析基础上，阐述了搭建适合河南邮政储蓄发展的可持续的体系的必要性。进一步，以河南邮政储蓄银行实践为例，详细阐述为找到一条可持续发展之路，农业大省的河南在农村发展中做了哪些有益探索，并以以上有益探索为基础，提出了以农村邮政综合服务平台为支撑、以客户为中心、以普惠金融为宗旨、以可持续发展为目标的系河南邮政储蓄银行在农村发展的体系设想。最后，基于体系设想，以“六位一体”为中心，提出农村河南邮政储蓄银行未来可持续发展的建议及具体举措。关键词：农村金融河南邮政储蓄银行可持续发展IAbstractAs a state-owned large retail bank, Postal Savings Bank of China (PSBC) practices the serve of three agricultures, small and medium-sized enterprises, community objectives. Based on the advantages of 38000 physical branches all over the courtry and the brand image, PSBC definitely is the significant force of supporting the three agricultures financial service. In a major agricultural province, Henan PSBC has over 2000 physical branches, more than ten thousand financial professionals which can provide high-quality financial service to 53 million clients. It is the driving force of the financial system reform of rural area. Currently, as the advance of interest rate marketization, the blocks of private capital into the finanacial market are cacelled and some internal disadvantage factors such as infrastructure, prices, product, a new pattern of rural finaicial market is brewing, the traditional advantages of products and branches will disappear and the dominance in rural financial market is being threatened which make the exporation of a system of rural development which is suitable for its own characteristicsimportant.Based on the rural financial market changes and the importance of the rural market development for Henan PSBC, this paper analyzes the impact of rural financial reform on Henan PSBC which may bring both the
