摘 要 瑞典从20 世纪90 年代开始的养老金改革，无疑是世界养老金改革的一次典范， 尤其是其率先开创的名义账户制，更是成为众多国家学习的典范。目前中国的养老 保险制度正在进行“统账”分离的试点改革，改革也遇到了许多困难，这些困难可 能动摇人们对现行制度的信心。如果缺乏正确的理论指导，养老金制度的选择又将 陷入无谓的争论。由此，对养老金改革新趋势的研究就显得尤为迫切了。 本文采用文献研究的方法，在研究瑞典20 世纪 90 年代开展的养老金改革的基 础上，述评了中国养老金改革的历程，并提出今后中国养老金改革的方向。 本文在考察瑞典养老金的新体系，尤其是名义账户制的运行状况后，得出以下 结论：第一，养老金的筹资方式与给付方式是两回事，为了建立缴费与给付一一对 应的激励机制，并不是在筹资方式上只能选择积累制，完全可以选择现收现付制。 第二，除了必须的基本福利外，政府不应承诺更多的责任。对于中国来说，虽然没 有因为很高的福利开支而使政府面临困境，但为了养老金制度的可持续发展，我们 在完善基本的养老金制度的同时，就必须从现在开始考虑减少未来的负担。第三， 改变目前我国个人账户空账运行的状况，建立名义账户制。经济的迅速发展、资本 市场的不完善以及目前养老保险转轨过程中出现的大量的转制成本，所有的问题指 向以及条件准备都告诉我们目前在我国已具备建立名义账户制的条件。 关键词：瑞典;公共养老保险制度改革;名义账户制;启示 I Abstract Sweden’s pension reform which begined 1990s,was undoubtedly the worlds first model in pension reform.Especially the Notional Defined Contribution Model which is first created by Sweden,can be studied by many countries.
