石油城市综合减灾应急治理体系构想 摘 要 当今世界正处于人类文明形式由工业文明向生态文明转变、经济形 态由资源经济向知识经济转变、社会发展道路由非持续发展向可持续发 展转变的巨大变革时期。尤其是石油城市，是国家的能源基地，重要的 经济支柱，它们的可持续发展，是以上“三重转变”的重要组成部分。 而一座城市如何实现其可持续发展，实现公共安全是其首要目标。为了 保证这一目标的实现，就需要石油城市建立具有自身特色的综合减灾应 急治理体系。本文尝试从公共危机管理原理出发，引入现代治理理论， 结合国外先进的模式与经验，及实际案例，探讨石油城市为了实现公共 安全的目标，如何建立符合国情，适应市情的综合减灾应急治理体系。 全文共分为四部分。引言部分分析了城市减灾从单一灾种的行政管 理，趋向于综合减灾管理，从应用公共危机管理的相关理论和方法，到 引入危机治理理论的渐变过程。第一章阐述了相关的基础理论，主要包 括危机和公共危机的概念、公共危机管理的含义、公共危机治理理论、 公共危机治理体系的构建等内容，为本文打下理论分析基础。第二章分 析了我国近年来应急管理取得的成就，城市中应急管理方面普遍存在的 问题，以及石油城市灾害发生的种类，应对的现状、特点和不足之处。 最后一章中则具体论述了笔者在石油城市建立综合减灾应急治理体系的 几点设想。 关键词：石油城市，综合减灾，应急治理体系 THE CONCEPTION OF THE COMPREHENSIVE DISASTER REDUCTION AND EMERGENCY RESPONSE GOVERNANCE SYSTEM OF THE OIL CITIES ABSTRACT The world today is in a tremendous changing period for the forms of human civilization from the industrial civilization to ecological civilization, the economic patterns from resources economy to knowledge economy, and social development from non-sustainable development to the sustainable development. The public safety realization is a city’s primary objective to achieve sustainable development. This paper tries to research how to construct a emergency response management system which accords with national and city situation, by introducing modern management theory based on the public crisis management principle, combined with the advanced foreign models and experience and actual cases. It has conceived a comprehensive disaster reduction and emergency response governance system for the familiar city of the writer, by referring to suggestions of many scholars on the city’s disaster prevention.
