Shaanxi folk Management and Organization A Dissertation Submitted for the Degree of Master Candidate：Qin jicheng Supervisor：Prof. Wu qunqi Chang’an University,Xi’an,China 摘 要 民间组织是指由公民自愿组成的非官方的从事非营利活动的社会组织。民间组织的 发展具有悠久的历史，但在近代，伴随着社会发展和社会民主进程的加快，各类民间组 织大量涌现并快速发展，其在经济发展、政治建设、公共事务、慈善公益等方面，发挥 着重要和不可替代的作用，各国政府日益重视和加强民间组织管理，引导民间组织参与 社会管理。在此大背景下，我国政府在高度重视民间组织的社会管理作用的同时，也积 极采取措施促进民间组织发展。陕西省民间组织在改革开放后虽然发展较快，但在管理 上却存在着许多问题。加强陕西省民间组织管理是促进陕西经济社会文化发展的需要， 是构建和谐陕西的需要。陕西省民间组织管理上存在着管理理念滞后，行政化倾向明显， 管理力量薄弱，政策扶持力度不够，相关法律法规不健全等问题，需要借鉴其他发达省 份和发达国家的做法和经验，从高度重视民间组织管理工作，加强党和政府对民间组织 的领导工作，积极扶持和培育民间组织发展，构建综合监管体系等方面入手，着力加强 陕西民间组织管理工作。 关键词：民间组织，陕西省，管理 I Abstract Civil organization is a non-governmental organization which is formed voluntarily by citizens, engaged in non-profit activities. The development of civil organization has a long history. In modern times, along with the acceleration of the process of social development and social democracy, all kinds of non-governmental organization in large numbers and rapid development. It plays an important and irreplaceable role in many aspects, such as economic development, political development, public affairs, and charitable. Governments increasingly attach importance to and strengthen the management of non-governmental organization to guide private organizations to participate in social management. In this context, the Chinese government attaches great importance to the social management role of civil organization at the same time, but also take active measures to promote the development of civil organization.
