Shaanxi province rural poverty alleviation development problem research A Dissertation Submitted for the Degree of Master Candidate：zhanganping Supervisor：Prof. DuXiangmin Chang’an University, Xi’an, China 摘 要 贫困是世界上所有国家，包括发达国家和发展中国家所共同面对的世界性难题，也 是各国政府和学术界共同关注的重要领域。消除贫困是人类社会面临的共同任务，是世 界各国政府长期坚持的一项基本国家政策。我国目前仍然是发展中国家，而且人口最多， 贫困人口在世界发展中国家当中也是最多。但是，我国一向把建设小康社会作为国策， 国家领导人也无时无刻不在关注我国农村建设问题，“三农”政策也是我国基本国策之 一。改革开放以来，我国的扶贫开发工作取得了举世瞩目的成就，贫困地区的生活条件 已经有了较大幅度的改善，贫困状况得到了有效地缓解。但是，要想从根本上解决农村 贫困人口、贫困地区的贫困现象，任务仍然非常艰巨。我国针对实现小康社会的目标而 制定的《中国农村扶贫开发纲要 （2010-2020）》政策，就是对贫困人口的一项国家政策 保障。目的是确保全国人民共同实现全面小康生活。在国家推进新一轮扶贫开发工作和 新农村建设的背景下，陕西省抓住机遇，动员全党全社会力量，坚决打好新一轮扶贫开 发攻坚战。从总体看，陕西农村居民收入特别是贫困群众收入与全国平均水平还有较大 差距，各种阻碍贫困人口脱贫致富的因素依旧存在于我国社会中，推动国家进入小康社 会的任务仍然非常艰巨。 本文以陕西省农村扶贫开发为研究对象，通过对国内外有关扶贫理论的研究，运用 比较分析、理论分析、实证分析、定性分析、定量分析等方法，结合相关数据资料，从 陕西省开始研究农村扶贫问题，进一步研究陕西扶贫工作中存在的问题以及取得的成 就，面对新一轮扶贫开发的新形势，借鉴国内外先进扶贫开发经验，针对性的提出了加 强陕西农村扶贫开发力度的对策建议，以期对陕西农村扶贫开发工作起到一定的借鉴作 用，推动陕西农村问题解决的步伐，力争在全省建立社会主义新农村。 关键词：贫困；农村扶贫开发；发展；对策 i Abstract Poverty is all countries of the world, including both developed and developing countries in the face of common problem in the world, also is the various countries government and academia pay close attention to jointly important field.
