CHINA LIAONING THIRD MEDIUM CITIES INFRASTRUCTURE PROJECT (LMC3) Procurement Plan LIAONING DEVELOPMENT AND REFORM COMMISSION FOREIGN FUND UTILISATION PROJECT OFFICE April 1. 2008 I. Project Summary 1. Project Information: The People’s Republic of China is applying for a loan to support the China Liaoning Third Medium Cities Infrastructure Project. The proposed project includes six major cities in Liaoning, Anshan, Fushun, Benxi, Yingkou, Liaoyang and Huludao. The total investment is estimated as RMB 2,784 million, of which US $191 million (at the exchange rate of 7.5:1) is proposed to be financed by the World Bank loan. The project components are: Project Name Implementing Agency Project Summary Fushun Power Plant Heating Network Expansion Fushun Power Plant Heating Company (i) 63 new substations and 20 heating computation stations (ii) 27.5 km pipelines. Yingkou Dashiqiao District Heating Yingkou Dashiqiao Urban Construction and Investment Company i) construct one new heat source plants, one installed with 4 x 64MW high temperature hot water boiler house; ii) construct 33.56km new primary network; iii)build 43 substations. Yingkou EDZ District Heating Yingkou EDZ Huayuan Heating Co., Ltd. i) 84.586 km new primary network; ii) one relay pump station; iii) construct new and rehabilitate 77 substations. Benxi Steel Central Heating Benxi Steel (Group) Heating Development Co., Ltd. i) construction of 41,672 meters of new trunk and part of branch pipelines of slag washing water heating network; ii) expansion of the existing primary booster pump station for heating network supplied by No. 3 power plant and construction of new pump station for return water; iii) construction of new water treatment plant and primary booster pump station for heating system supplied by slag washing water.
