Dep artment of Tourism Management, Zhej iang University , Hangz hou 310058, China) Abstract:The 1970s w itnesses a trend of reflection on industrialization, urbanization and the protection of traditional culture as w ell as ecological environment. It gives rise to the idea of the Endogenous Development, w hich, as a new mode for rural development, w as supposed to contribute to the revitalization of the economically declining rural areas. Several key points of this Endogenous Development Model are summarized:(1) The ultimate objective of the local development is to foster the capacity to innovate at the local level on its ow n basis, and at the same time to retain its ecological environment and cultural traditions. (2)In order to foster the generating capacity of the local area on its ow n basis, the best approach is to make a form of progress w here there is local control over the development process, w here the development options w orthy of support are determined locally and w here the benefits of development are retained w ithin a local area. (3)It is essential to build a local group w hich is capable of reflecting the w ill and interests of the residents and w hich also has considera
