Interest is a requirement for people to meet the desire or expect. According to the historical materialism and social psychology, to meet the needs of the people as being realized, further is the starting point and needs a new opportunity, and thus the pursuit of interests is the most general and the most basic human psychological characteristics and behavior, is the power and source of all creative activities. Since the continuous realization of interests and pursuit is to improve the productivity and decisive motive to promote economic growth, is the motive force of social development, then, to recognize and protect the peoples interests, make it become a kind of rights, so as to encourage people to do their best to realize the material interests in the scope of law, make a right
