哈尔滨市再生资源回收利用管理条例（Regulations of Harbin Municipality on the administration of the recycling and utilization of renewable resources） Standing Committee of the peoples Congress of Harbin (promulgated by units)(time of promulgation)(time of implementation) Regulations of Harbin Municipality on the administration of the recycling and utilization of renewable resources (adopted at the eighteenth meeting of the Standing Committee of the twelfth peoples Congress of Harbin on October 31, 2005, and approved by the nineteenth meeting of the Standing Committee of the Tenth Peoples Congress of Heilongjiang Province in January 25, 2006) Chapter I General Provisions The second chapter, recycling management The third chapter, comprehensive utilization management The fourth chapter is encouragement and support The fifth chapter, legal responsibility The sixth chapter is the supplementary provisions Chapter I General Provisions The first is to strengthen the recycling of renewable resources management, improve the regeneration efficiency of comprehensive utilization of resources, promote the sustainable development of economy and society, according to the relevant provisions of the state and the province, according to the practice of Harbin City, the enactment of this ordinance.
