The term Regulations as mentioned in the present Provisions refers to the provisions, measures and detailed rules for the implementation of the regulations concerning the rights and obligations of the administrative counterpart in the form of order issued by the State Tourism Administration of the second party. According to the normative documents mentioned in these Provisions refers to the development of the National Tourism Administration, administrative management affairs, involving the rights and obligations of the administrative counterparts, and have universal binding force and may be applied repeatedly decisions, regulations, notices, announcements, notices and measures etc.. The provisions of these Regulations shall be applicable to the formulation of regulations and normative documents jointly formulated by the State Tourism Administration or with the relevant departments of the State Council in accordance with the provisions of the third. These Provisions are not applicable to the formulation of the following documents: (1) the work system, work procedures, commendation awards, personnel appointment and removal, document forwarding and administrative regulation
