However, the realization of ecological civilization in irrigation district needs better engineering structure, effective operation and management, perfect policy and institutional system. It is suggestted to introduce trials and pilot projects, improve planning, speed up construction and rehabilitation process, promote water-saving irrigation, reinforce water use management and reform and finally conduct research and development.
