There is a big difference in mass sports between cities and towns in terms of development status, sports conception, sports playground, sports organization, guiding power, participation, and business engagement. In order to realize the long term objectives of comprehensive launch of peasant sports and steady development of citizen sports from now on to the year 2010, we must focus on such key jobs as policy system, fund input, playground facility, organization management, and activity deployment. Existing strategies for development should, by basing the bridge on sports in small towns, boost interactive development of mass sports in cities and towns, optimize the allocation of social sports resources, and speed up the development of peasant sports.
