It is only through early intervention that children with autism can grow normally without relying on others all the time. In fact, in addition to reduce the problem of development delay, early intervention can avoid confronting the second obstacle. Early intervention, rooted in the concept that early finding leads to early treatment, can tear down the myth of late boomers. However, the executing situation of early intervention depends on local governments. The article aims to establish the foundation of early intervention in Constitution. With the highest position, Constitution can require every administrative organ to implement early intervention for children with autism. Namely, if early intervention becomes rights of petition in Constitution, which is held as the order of values, every governmental unit should make utmost effort to execute early intervention measure.
