Based on the two dimensions of comparison between the primary industry and the others as a whole and comparison between the third and the second industry, this paper analyzes the process of the economic and social transformation and the coordination of the economic and social development, exploring the corresponding economic output and employment. With specific empirical data regression analysis, this paper reveals the feasible ideas to go through the coordination of economic and social development, proposes the comprehensive mutual promotion development mode, and guides to establish the new urbanization theory path of walking with two legs of the county-level cities in Southern Jiangsu.
