Through the research on the reasons leading to the existence of the personal account and its current situations, it was found that accumulation should not be use as the property of the personal account, and its main function of restricting is needed to be improved, while the timeliness of medical consumption and the common remedy of the medical insurance should raise much more concern. Currently, it is still too early to abolish the personal account, the characteristic of common remedy of the basic medical insurance system should be emphasized through improving the function mechanism of personal account, fulfilling the restricting function and satisfying the timeliness while combining
