鸠江经济开发区土地集约利用评价研究 摘 要 随着人口，工业化和城市化高峰的临近，我国正处在经济和社会发展的重 要战略机遇期。土地资源面临着越来越大的供需矛盾。开发区作为城市发展和 土地资源利用的重点发展区，在促进社会经济高速发展中具有举足轻重的作用。 然而，开发区在土地利用过程中，重扩张轻挖潜，重规模轻效率等问题仍未得 到有效解决，土地资源尚未发挥其最大的利用潜能。为了保障经济和社会的可 持续发展，提高土地资源的保护和可持续利用能力，缓解土地供需矛盾，建立 集约高效的开发区土地利用模式，具有重要的理论和现实意义。实现开发区土 地集约利用是缓解当前旺盛的建设用地需求与耕地保护矛盾的根本途径之一， 也是土地可持续利用的必然要求。 鸠江经济开发区是 2006 年经安徽省人民政府批准的省级开发区，开发区颇 具规模，发展迅速。本研究选择了土地利用状况、用地效益、管理效益 3 项评 价因素共计 13 项评价指标，采用综合指数多目标评价模型对鸠江经济开发区进 行土地集约利用评价，得到评价结果。最终计算出鸠江经济开发区土地利用集 约度分子值为 78.08 分，扩展潜力为 10.83 公顷，结构潜力为 12.32 公顷，强 度潜力为 77.58 公顷，管理潜力为0。 关键字：开发区；土地集约利用；评价；鸠江经济开发区 1 Study on the Evaluation of land Intensive use in JiuJiang Economic Development Zone Abstract With the approach of the peak of population,industrialization and urbanization,our nation is undergoing an important period of strategic opportunities.
