淮安城市社区管理调查和思索 　　摘要：我国现行的城市管理模式为“市—区—街道—社区”的四级管理模式，通常被称为“两级政府、三级管理、四级延伸”。淮安作为一个迅速发展壮大、社区不断增大增多的城市，在创新社区管理工作中取得了一些值得总结的经验：社区管理网格化；社区管理信息化；社区管理社会化。当前，淮安在城市社区管理中还面临着诸多挑战：社区管理法律法规不健全；街道办事处与居民委员会权责不明；社区工作人员素质不高、收入不高。进一步促进淮安城市社区管理的对策有：加强法规政策配套，使社区各系统运作和管理逐步纳入法制化轨道；明确社区管理主体的权责体系，建立“条块结合、以块为主”的新型社区管理体制；培育社区自治组织，强化居民的社区自治参与意识；增强社区党组织的服务功能；积极培育社区工作骨干人才。 关键词：淮安；社区管理；经验；挑战；对策 Abstract: China’s current urban management mode as the “city - area - street - community” four-stage management mode, is often referred to as “two levels of government, three-level management and four extension”.
