Abstract As we are in the Information Age now, the whole world relies increasingly on the information of which PI(personal information) is a great part. The governments, orgnizations and communities emphasize greatly on the search and arrangement of PE which is usually abused and thus resulted in the infringing on people’s rights. It requries the governments to offer its citizens effective legal protection besides using their PI. In china, there is no specific law nor act on PI protecion, but only brief lines mentioned in several major laws. As the enaction of “Government Information Disclosure Regulations of P.R.C.”, the government perfects the disclosure system of information as well as challenges the legal protection towards PI. The main purpose to enact this regulation is to make citizens be aware of the inside information and thus supervise the government while to protect the attached PE is just additional. If the government wants to establish a real information disclosure system, it is essential to enact the specific law or acto to protect PI and draw up standard documents to protect its citizens’ PI. This article has four parts, The first part is to elucidate the basic theories as the concept, characteristic and the law basis of personal information; secondly, discussion the relationship between the protection of personal information and the system of the Opening Information of Government, and the value of the protection of personal information under the system of the Opening Information of Government; thirdly, given a brief summary of the practice of protection personal information in foreign countries and the principle of protection of personal information in our country; lastly; probing the mechanism of protection of personal information under the system of the Opening Inf
