[Key words] Integrative traditional Chinese and western medicine； Public health； Explore model [基金项目] 上海市卫生局中医药科研基金课题（编号2010G009A）。 [作者简介] 郁东海（1971-），副主任医师；研究方向：卫生政策及预防保健。 通讯作者 公共卫生是通过组织社会资源，为公众提供疾病预防和促进健康的一门管理学。早在1923年，耶鲁大学公共卫生学院的Winslow教授就作出了比较完整的定义：公共卫生是防治疾病、延长寿命、改善身体健康和机能的科学和实践。公共卫生通过有组织的社会努力改善环境卫生、控制地区性的疾病、教育人们关于个人卫生的知识、组织医护力量对疾病做出早期诊断和预防治疗，并建立一套社会体制，保障社会中的每一个成员都能够享有能够维持身体健康的生活水准。也有学者简练的把公共卫生定义为“3P”，即promotion（健康促进）、prevention（疾病预防）和protection（健康保护）[1]。 1 开展中医预防保健服务体系建设的背景及现状 公共卫生是随着人类与疾病斗争而不断完善起来的学科，在早期往往带着宗教和超自然观的烙印[2]，但当时的一些规定、实践活动的确对预防疾病、保障公众卫生安全起了积极的作用。国外如古希腊、古罗马、古埃及人分别建立的清洁饮水系统；古罗马人对职业病的发现和预防；中世纪欧洲港口检疫规定（马赛）、垃圾处理规定（柏林）、市场清洁制度（佛罗伦萨）、传染病报告和隔离制度（黑死病、天花等）等等。我国类似的实践也很多，最早如“殷人洒扫火燎防疫图”、殷墟等夏商遗迹中发现的完善排水系统；春秋战国时期提出的养生和食疗概念、秦汉导引术的发明及推广、晋代传染病隔离区的使用及疟疾的防治、明代人痘法预防天花等。 但祖国医学在
