In the field of engineering cost and project management ，concept of similar work has not appeared in form of term. Although a variety of model contracts and inventory valuation norms and so on has regulated how to determine the rates of variance ，the specific content about how to judge variance as similar work is vague ，which leads the implementation of determining variance cost effectively to be difficult in practice. To solve this problem that causes dispute in actual construction process，the paper applies AHP analysis，fuzzy sets，concept of the similarity to design principles，indicator system
