By analyzing the legal attributes, economic characteristics and the connotation of government information, raised important rights allocation perspective, government information resources belong to all citizens, Government is a manager, at the same time have the right to use, usufruct, disposition and transfer of the right of government information resources, the bundle of rights may be divided, provide the legal basis for the fully shared and the effective use of government information resources.
