新型城镇化 | 12 新型城镇化的内涵与模式思考 The Connotation and Modes of New-type Urbanization 王 凯 　 文章编号1673-8985（2013）06-0012-06 中图分类号TU981 文献标识码B 摘 要 在梳理近200年来世界城镇化发展历程的基础上，总结城镇化发展的得与失，以此作为中国城镇化发展的经验与启示。基于我国多民 族的、大国的基本国情和政府主导公共事务的管理架构等特征，提出了符合中国特色的新型城镇化内涵，包括以人文本、“四化”互 动、生态文明、布局合理、弘扬文化5个方面。最后，基于未来全国层面的城镇化发展格局，提出了沿海城镇发展带布局格局下上海及浦 东的发展定位和推进新型城镇化的战略举措。 Abstract Based on the review of global urbanization in the recent 200 years, we summarize the gains and losses of urbanization so as to warn and inspire China’s urbanization. By analyzing China’s specific conditions, such as multi-ethic characteristics and government-dominated public affairs regulation, we put forward the connotation of China’s new-type urbanization, including five aspects: human-centered development; synergetic development among industrialization, informatization, urbanization and agricultural modernization; ecological civilization; optimized allocation; and culture promotion.
