摘要:
随着城市化进程的不断加快，城市中心的历史街区已成为典型的传统与现代交织的矛盾地区和
多方利益的焦点，面临着保护与发展的尖锐冲突。本文从城市规划的视角出发，对城市中心历
史街区的“活化”保护进行了系统地思考，构建了“活化”保护的规划框架，提出了“活化”
保护的基本思路，明确了“价值评定、功能再生、交通疏导、肌理延续、弹性管理”的对策措
施，并针对湖州市小西街进行了实证，以此希望对历史街区的研究有所裨益。

Abstract:With the accelerating process of urbanization, faced with the sharp conflict between conservation
and development, historic district in city center has become a typical mixed traditional and modern
contradiction area and the focus of multi-stakeholder. From the perspective of urban planning, the
paper discusses the activation protection of historic district in city center. Firstly, it builds the planning
