教育資料集刊第四十四輯──2009 各國高等教育 197 芬蘭高等教育品質保證制度 的發展與實施現況 劉博允* 摘要 品質保證制度於現今高等教育扮演重要的角色，本文藉由文獻分析，探討 芬蘭高等教育品質保證制度的發展沿革，與品質保證制度的實施現況，藉此以 瞭解芬蘭高等教育品質保證制度的特色。主要發現為：一、芬蘭高等教育的品 質保證制度從 1980 年代開始萌芽，於 1990 年代中期建立專責單位並加以制度 化，目前主要受到歐洲波隆那進程的影響。二、現今芬蘭高等教育品質保證在 實施上包含三個主軸：國家的政策督導、國家的審核和高等教育機構本身的品 質保證策略。三、芬蘭高等教育品質保證制度具有如下的特色：（一）信任與 尊重的行政文化；（二）漸進式的改革及詳細的規劃；（三）重視品質保證的 國際化與強調國際競爭力。最後本文提出三項建議，以為我國發展大學評鑑制 度之參考。 教育政策、品質保證制度、芬蘭高等教育 *劉博允，國立暨南國際大學比較教育學系博士候選人 電子郵件：liupoyun@ 2009 10 14 2009 11 2 2009 11 23 來稿日期： 年 月 日；修訂日期 年 月 日；採用日期 年 月 日 198 芬蘭高等教育品質保證制度的發展與實施現況 Quality Assurance System of Higher Education in Finland: Historical Development and Current Implementation Po-Yun Liu* Abstrac Quality assurance plays an important role in current higher education development. Bas- ed on documentary analysis, this paper aims to discuss the historical development and current implementation of the quality assurance system of higher education in Finland. The main findings are: (a) Finnish quality assurance system of higher education is initi- ated in the 1980s, institutionized in the mid 1990s, and now mainly influenced by the Bologna reform. (b) The components of current Finnish quality assurance system con- sist of: national policy steering, national auditing, and the higher education institu- tionsquality assurance. (c) The key features of Finnish quality assurance system are: tru- st and mutual respect, gradual reform and well-designed plan, and internationalization and international competitiveness.
