Defective products potential hazards are enormous. If we do not take effective measures to it, the personal and property safety of consumers and the environment will cause serious harm. To avoid the occurrence of hazards, defective products recall system came into being. The United States is the first country to establish recall system for defective products and defective product recall system in the western developed countries has been established and after several decades of development has been very comprehensive. Since Chinas recall system for defective products related to the research and legal practice started relatively late, at present, the provisions of the defective product recall system is too small，operated not strong, and some of the relevant provisions of the specialized system ranks low. Thus, it is necessary to speed up the recall of defective products on the system and improve the response of defective products back system.
