摘要 我国烟花爆竹业尽管有着悠远的历史，却发展缓慢，而阻碍该产业发展的因素包括安全事故时有发生，小作坊、小企业的生产模式与经营方式仍然存在，生产机械化程度比较低，与烟花爆竹大国不相称的技术水平，“师传徒”的原始人才培养方式，以及环境污染等。我国是世界上最大的烟花爆竹生产、出口国，然而就世界角度而言，我国烟花爆竹在价格上却低人一等。本文研究的是影响烟花爆竹产业发展的外在因素之一——国家公共安全政策，这一因素在一定程度上也是导致烟花爆竹产业发展缓慢的凶手之一，它致使我国烟花爆竹产业地位低下。本文使用理论分析与实地调研相结合的研究方法将相关的理论知识与调查到的江西洋口镇三家烟花爆竹企业的一些经济方面的数据分析相结合，得出了国家公共安全政策及其实施对地方烟花爆竹业的影响结论。国家公共安全政策和地方政策及其实施既给地方烟花爆竹产业带来了积极影响，同时也有负面作用。因此，一方面政府必须科学地对待地方烟花爆竹企业，另一方面地方烟花爆竹企业必须积极应对政策以避免或缓解不利影响。 [关键词] 烟花爆竹；烟花爆竹产业；国家公共安全政策；地方政策；政策影响 Abstract When the fireworks industry, despite our distant history, has developed slowly, and hinder the development of the industry factors, including security incidents have occurred, small workshops, production patterns and mode of operation of small businesses still exist, the degree of mechanization of production is relatively low, with fireworks firecrackers powers disproportionate technical level, the division pass only raw talent training methods, as well as environmental pollution.
