PLANNING FOUNDATIONS ? 5. THE CITY OF KINGSTON OFFICIAL PLAN The City of Kingston has an Official Plan which sets out a planning context for the campus (See Appendix C). It attempts to balance the needs of the University against other municipal objectives. A long-standing expectation, supported by the City of Kingstons previous Official Plan, has been that the campus would expand northwards to Johnson Street and westward to Collingwood Street. Indeed it is difficult to imagine expanding elsewhere. The new Official Plan, however, would constrain these traditional expectations by limiting the campus boundary to Clergy Street and establishing a Campus Expansion Special Policy Area.
