摘 要 摘 要 近年来随着京津冀一体化的加深，河北省的经济发展也越来越受到外界关注，而投 资作为经济增长的主要推动力之一，河北省一直高度重视投资建设发展。在稳增长、调 结构、抓改革、惠民生的经济发展战略思想的统领下，河北省积极采取诸多措施，支持 和推动全社会基础设施投资保持在良好态势上运行。随着投资力度不断加强，投资结构 的优化，投资有效性问题就成了人们关注的问题。河北省外环渤海，内接京津，这样一 个地理位置比较特殊的省份，其投资有效性需要科学系统的评价。 本文应用数据包络分析（DEA ）方法对河北省投资有效性进行了纵向评价，对2013 年河北省各市区域投资有效性进行横向评价，从投入和产出两方面对非DEA相对有效的 决策单元进行深入分析并给出原因及调整方向。同时还对河北省11个市2009—2013年投 资有效性进行了纵向评价，得出河北省投资有效性呈现“雁行”形态。最后给出了改善区 域投资有效性的建议。 关键词 数据包络分析（DEA ） 区域投资 相对有效性 区域差异 I Abstract Abstract In recent years, along with the integration of the Beijing-Tianjin-Hebei region, Hebei economic development has become increasingly concerned by the outside world, and investment as one of the main drivers of economic growth, Hebei Province has always attached great importance to the development of investment and construction. In the guide of economic development strategic thinking, which concludes steady growth, structural adjustment, focus on reform, benefit people’s livelihood. Hebei actively take many measures to support and promote the whole social infrastructure investment to keep running on a good trend. Along with the continuously strengthen investment, optimizing the investment structure, investment effectiveness has become the focus problem. Inscribed the Beijing and Tianjin, the Bohai outside Hebei Province, such a relatively special geographical position of province, its investment needs scientific system of effectiveness evaluation.
