摘 要 摘 要 在新农村建设中，村干部既是村里的当家人，村内事务的组织者，也是党和国家 政策在农村具体落实的实施者，更是带领全体村民进行新农村建设的主要力量，对我 国新农村中各项事业的顺利开展有着非常重要的影响。而在我国村民自治发展的过程 中，因为一直缺少行之有效的村干部激励措施，村干部待遇偏低、发展没有出路等原 因导致目前的村干部出现工作缺位、主动性不强、干部腐败和村 “两委”软弱涣散等 一系列影响新农村建设的问题。 本文对激励理论作了具体阐述，以深州市农村干部为研究对象，就村干部激励 制有关问题进行问卷调查和专题访谈，对深州市农村干部激励机制的主要做法进行了 总结与分析，找出了村干部缺乏科学考核、村干部培训学习不够、缺乏有序流动等一 系列问题，并对于问题产生的机制方面的原因进行了分析。同时，本文参考国内外相 关文献，结合适用于农村实际的具体做法，对于深州市的村干部激励机制提出建议， 具体包括：构建科学合理的工资福利制度、完善村干部培训制度、建立科学合理的考 核制度、健全村干部的晋升制度及完善大学生村官激励制度。最后为结论，主要指出 村干部激励机制研究是一个不断变化的过程，随着内部环境和外部环境的变化，村干 部激励因素的内容也将不断调整。 关键词 深州市 村干部 激励机制 大学生村官 I Abstract Abstract Astheorganizersofthenewruralconstruction andvariousruralaffairs,villagecadres areto implementthe part andnational polic and actual implementationinthe rural leader butalsoleadallthevillagerstocarr outthecuttingedgeofnewruralconstructioninChina.
