摘要 改革开放以来，我国的小城镇建设事业取得了可喜的成就。小城镇的兴起与发展， 为我国带来了巨大的社会经济效应。党中央在总结二十多年来农村改革的基本经验 时，对发展小城镇给予了高度评价，将其摆到了“大战略”的地位，并提出以后要加 快发展小城镇。但是，小城镇的发展也带来了一系列的社会经济和环境问题，直接影 响小城镇的健康可持续发展。问题的症结在于，长期以来小城镇的发展没有建立在可 持续基础上。 本文采用理论抽象和实践分析相结合的研究方法，在综合国内外有关城镇可持续 发展规划研究的基础上，针对我国和河北省的实际情况和时代背景进行了系统的分 析。从可持续发展的观念出发，分析小城镇现阶段发展中遇到的问题以及规划中与可 持续发展相关的须注意的方面，以小城镇农业人口转型、土地资源利用、生态环境保 护为切入点，将规划作为首要环节，并以之为依据，指导开发、建设和管理，实现城 镇社会、经济、人口、资源、环境的协调发展。 文章最后以张家口市塞北管理区总体规划作为研究小城镇可持续发展规划的实 例，结合当地政府和设计单位的科学发展观思想和可持续发展理论，阐述在规划编制 环节，实现可持续发展的方案与措施。 关键词：可持续发展； 小城镇； 规划 Study on the sustainable development planning of small cities and towns in Hebei Province——a case study of Saibei’s master planning Major: Urban Planning and Design Author: Liu Fangliang Supervisor: Li Guoqing Abstract Since reform and opening up, Chinas small cities and towns has made gratifying achievements.
