Results: For two years, The hospitals Clinical Specialist Construction:medical talents and comprehensive capacity have been improved significantly. Conclusion: It is very important to improve the comprehensive capacity of County-level Public Hospitals, so as to develop the Hierarchical Treatment Model. The self-operation is important precondition and basic guarantee of the rapid development of hospital.
