Currently, the insurance industry has a weak value chain concept, its means of resources acquisition is rather limited, the overall level of value chain creation is low, and the synergy advantage is not fully displayed. For healthier and faster development, the insurance industry must fully implement the No. 23 document of the State Council and the scientific concept of development and make an all 　 round planning of the buildup of the insurance industrial chain to achieve the synergy effect of different entities. Moreover, the insurance industry should capitalize on the opportunity of the display of comprehensive operation advantages by large insurance enterprises to construct a leading business value chain and seek maximization of the overall benefit of the industrial chain.
