第2O卷 第6期 电 力 技 术 经 济 Vof．20 NO．6 2008年 12月 ElectricPowerTechnologicEconomics Dec．2008 文章编号：1008—1682(2008)06—0001-08 我国电力投资体制改革30年回顾 王信茂 (国网北京经济技术研究院，北京 100761) 摘 要：经过30年改革开放，包括电力投资体制改革在内的国家投资体制改革不断深化，极大地促进了电力工业的发展。 总体上看，我国电力投资体制改革经历了1978--2003年的 “集资办电”阶段 ，解决电力建设资金不足 问题，以及2003 年开始的 “深化投资体制改革”阶段，以贯彻 《国务院关于投资体制改革的决定》达到深化电力投资体制改革的目的。 电力投资体制改革以及市场化改革，实现了我国电力x-投资主体多元化、投资方式多样化、投资活动市场化、投资规 模持续增加、电力投资结构得到改善、电力投资从 “引进来”到 “走 出去”，使电力工业取得 了举世瞩 目的成就，为我 国经济社会的持续快速发展提供了有力的支撑O展望未来，要继续积极稳妥地推进电力投资体制改革，需要切实转变政 府职能，加强、改善投资的宏观调控和电力监管，同时要通过体制和机制创新，发挥市场配置资源的基础性作用。 关键词：电力；投资体制改革；回顾 中图分类号： F206；TM715 文献标识码： A Retrospectivefor30-yearReform OilPowerInvestmentSystem WANG Xin．mao (StatePowerEconomicResearchInstitute，Beijing100761，China) Abstract：The30-yeareconomicreform andopeningtotheoutsideworld，togetherwiththecontinuousstrengthening oftheinvestmentsystem hasenomr ouslypromoteddevelopmentoftheelectricpowerindustryinChina．Ingeneral， China’Sreform intheinvestmentsystem intheelectricpowersectorcanbedividedintotwoperiods．Thefirstone from 1978to2003isfeaturedby “raisingmoneytobuildpowerplants”，targetingmainlyattheshortageoffunds．The secondperiod，startingin2003，mainly aimsatdeepeningtheinvestmentrefomr in thesectorasstipulated in the “DecisionsonRefomr oftheInvesmt entSystem”issuedbytheStateCouncilinapurposetodeepentherefomr inthe powersector．Themarket—oriented refomr ofthe investmentsystem in thepowersectorhashelped torealize diversification ofinvestorsand investmentformats，functioning ofthemarketmechanism in investingactivities， continuousupgradeofinvestmentsize，improvementofthe investmentstructure，andrtansferrfom “inviting in invesmt entrfom theoutside’’to “gooutsidetoinvestintheinterna
