江都农业开发招商引资现状与效益评价Current situation and benefit evaluation of investment and investment in agricultural development in Jiangdu

本文以发展现代高效农业为背景，通过招商引资相关理论回顾与借鉴，系统分析了自
色关联分析法对2009年江都农业开发招商引资效益进行评价分析，最后根据以上分析结
果，提出优化招商引资项目结构，增加农业开发招商引资效益，提高农民收入以及加快“三
资”进入农业开发系统步伐等的政策与建议。
研究结果表明：(1)江都近几年农业开发招商引资绝对规模增长不稳定。2004年农业
年又下滑至．20％左右：(2)项目类别分析中，江都农业开发招商引资项目类别逐步由种养
占比缩小为33．3％，其他类则跃升为66．7％，变成了种养业类与其他类的“二分天下”，其
他类别中主要为生态观光旅游项目；(3)资本类型分析中，对于民资的利用大于工商资本
(4)仙女镇为农业开发招商引资效益最优镇，但是农民科技培训欠缺。利用AHP与灰色
关联分析法计算出仙女镇加权关联度为0．667，表明该镇农业开发招商引资效益最优，同
改进。
根据理论分析与实际研究结果，提出的相关政策建议：(1)加快转变理念，促进制度
创新：(2)避免过度竞争，构建政府间招商引资合作机制；(3)完善内部激励机制，增强
内部人员凝聚力；(4)推动基础设施等硬环境建设，创造优美投资环境；(5)提高农民素
质等软环境建设，营造和谐招商氛围；(6)优化投资结构，促进投资规模平稳增长；(7)
建立招商引资网络信息平台，实现利益共享机制。
